So why don't employers do something about it when bad bosses cause good employees to leave? Because the cause-and-effect relationship is indirect—HR doesn't link it's hiring costs to the behavior of bosses who caused the vacancies. Another reason is that resigning employees are afraid to tell the truth even in their resignation letters for fear of getting bad referrals or closing the door on the possibility of returning to a good company later—after the bad boss is gone.
